IMPORTANT UPDATE: DOYLANDS FARM PLANNING APPLICATION – DOCUMENTS NOW AVAILABLE

Application Reference: 26/01173/FUL – Land North West of Doylands Farm

Chelmsford City Council has provided an alternative way for residents, Parish Councils and other interested parties to access the documents relating to this contentious planning application, following concerns about the Council’s notoriously slow and unreliable Planning Portal.

HOW TO ACCESS THE DOCUMENTS

The Council has created a separate link where the application documents can be viewed:

https://chelmsfordcity.sharepoint.com/:f:/r/sites/SustainableCommunities/DM/BigFile/Forms/AllItems.aspx?id=%2Fsites%2FSustainableCommunities%2FDM%2FBigFile%2FBigFile%2F26%2D01173%2DFUL&p=true&share=cgoZGkYK83itSbwiwd3TicXQEgUC%5FXENvXLPLnMY%5FhHTOU9%5FTA

You can also search for application 26/01173/FUL on the Chelmsford City Council Planning Portal and look for the Word document entitled “Application Documents Link to view documents”. This contains the alternative link.

IMPORTANT: THE DEADLINE FOR COMMENTS HAS BEEN EXTENDED

Chelmsford City Council has confirmed that the consultation period will run until 4 November 2026, allowing residents and other interested parties additional time to review the documents and submit their comments.

PLEASE MAKE YOUR VIEWS COUNT

Residents and Parish Councils need a fair and reasonable opportunity to examine planning applications and make informed representations. Access to the relevant documents is essential if people are to participate meaningfully in the planning process.

Please share this post so that as many people as possible know where to find the documents and have the opportunity to comment before the deadline.

Thinking About Becoming a Parish Clerk?

You don’t need to have been a Parish Clerk before.

If you’re considering applying for our Parish Clerk and Responsible Financial Officer vacancy but are wondering whether you have the right experience, don’t be put off by the fact that you’ve never worked in local government.

Previous experience as a Parish Clerk is not essential. We are particularly keen to hear from candidates with strong administrative, organisational, financial or communication skills who are looking for an opportunity to develop their career in local government. Full support and a structured handover will be provided, with appropriate training available to help you develop your knowledge and confidence in the role.

Parish clerking is a varied role, combining administration, finance, organisation, communication and community engagement. You will work alongside elected councillors, deal with residents and other organisations, arrange and support Council meetings, manage records and finances, and help ensure that the Council operates properly and within the law.

It may sound like a lot to learn — and there is certainly a learning curve — but you are not expected to know everything on day one.

A role you can grow into

Many people who become Parish Clerks come from completely different backgrounds. Experience in administration, accounts, project management, customer service, business, education, the voluntary sector or public service can all provide valuable transferable skills.

What matters most is that you are:

  • organised and reliable;
  • comfortable working independently;
  • able to communicate clearly and professionally;
  • confident dealing with different people;
  • conscientious and accurate;
  • willing to learn; and
  • interested in supporting your local community.

Knowledge of Parish Council procedures and legislation can be developed through training and experience.

Training and support are available

There is a well-established training pathway for people who are new to clerking. Training can cover the fundamentals of the Clerk’s role, Council meetings and minutes, governance, finance, legislation and the practicalities of running a Parish Council.

As your experience develops, there are opportunities to undertake further professional training, including the Certificate in Local Council Administration (CiLCA).

You won’t be learning in isolation either. Clerks across Essex and beyond have access to professional networks, training events and opportunities to learn from colleagues who have already gained experience in the role. Mentoring and peer support can also be particularly valuable when you’re starting out.

What we can offer

West Hanningfield Parish Council is particularly interested in hearing from applicants who have the right attitude, organisational ability and willingness to learn, whether or not they have previously worked as a Parish Clerk.

We will provide a handover period to help you become familiar with the Council’s systems, procedures and current work, and we are supportive of appropriate training and professional development.

You don’t have to arrive knowing all the answers. We’re looking for someone who is willing to learn, take responsibility and become an important part of the Parish Council and the wider community.

Could this be your next career move?

If you’re looking for a role where no two weeks are quite the same, where you can develop new professional skills and where your work has a direct connection to the community you live in, we’d encourage you to consider applying.

You may have more of the skills needed for Parish Clerking than you realise.

S-Type Security Updates

At the 2026 Annual Parish Meeting, a resident requested that information relating to incidents recorded by the Council’s security contractor be made publicly available.

In response to that request, the Parish Council is publishing the incident analysis report provided by S-Type Security covering the period 1 September 2025 to 28 February 2026.

The report provides a statistical summary of incidents attended and recorded during routine patrols, including the categories and frequency of incidents observed.  The information is published in the interests of transparency and to help residents better understand the nature of issues reported within the parish.

The Council is grateful to S-Type Security for providing this information.
